Aims

  • To eliminate juvenile offender’s unlawful behavior and to reduce their likelihood of law infringement
  • To enhance their self development, independent critical thinking, crisis management skills and problem-solving ability
  • To develop their potentials, reconstructing self confident and building up positive values
  • To facilitate interpersonal and family relationships as well as contributing to the well being of the community

Targets

Offering guidance to juvenile offenders who are subject to the Superintendents’ Discretion Scheme in the Kowloon West Region (Yau Ma Tei/ Tsim Sha Tsui, Mong Kok, Sham Shui Po and Kowloon City Districts).

What is Police Superintendent’s Discretion?

When a juvenile under the age of 18 has committed and offence, a Police Officer of the rank of Superintendent or above may exercise discretion to issue a caution to the juvenile offender, instead of taking him/ her to the Juvenile Court. The juvenile offender to whom the caution was administered must be put under Police’s supervision for a period of one or two years.
